If you're using melee and you're not fighting a boss with a reflect mechanic, everywhere is the best place to use the scourge. Araxxor has reflect and melee is great there. I am the law. I've not found it particularly good for AG because you lose the stacks very frequently so you can't take advantage of the bleed enough to justify over mh leng.
