So after running some rates through Dododex I think the settings you want would be this ruffly. Mating Speed = 0.01 or 0.0. Egg Hatch Speed = 15.0. Baby Mature Speed = 150.0. That will make it so stuff like a Dilophosaurus only takes about 15 min to raise. And bigger stuff like a Rex or Wyvern would take about an hour.
