When you form qing, you get full core in beijing. You shouldn't take beijing before you decide to form qing. But personally, I form qing after I took 5k cash (from ming obviously). Firstly you become empire and you take chinese culture provinces and don't get any unrest. Secondly you use ratio bug/shenanigan to get infantry banners.Manchu also has the "raise banners" mechanic from Manchurian states, which provides free, extra powerful cavalry units, which are wonderful, especially early on in the game.
