Unfortunately, HoI4 is not the best game for an ASOIAF mod, as it is meant to be played with modern nations and politics, i think CK2 or EU4 have better mechanics to represent vassals, armies, etc. If you can find a good method to get the medieval mechanics of GoT in HoI4, then good luck!
