The items themselves are actually extremely cheap. You can pickpocket all 30 (10 of each) at like 3 thieving. Pair that with magic mirror and their inventory resetting every so often and you can easily get enough to level any gear you want. I’ve taken captains gear, Slane’s sword and the vultures set into Arx many times.

All the four armor sets are unique and OP, each one for it's level window. The Devourer is the coolest, strongest and the one you're keeping until the end, but each set is worth to get. I'd say the first one (the Captain's) it's skippable because you're not using it for so long, but the charming aura can be interstening in the early game.
