I have recently started building a new area with no schools and easy access to my industrial site. However, the problem doesn't seem to be slowing.

Try to keep your unemployment high. at least 5%. I shoot for 10%, so it won't complain if you build too much, too fast. Also, make sure to keep education high, as that controls residential building levels.So to fix the not enough educated workers, you need to invest heavily in schools (over allocate) and allow the population levels to slowly catch up (which they will but it takes time).
