Is the Base Computer Archive mission the active mission? If it isn't, you'll only have the option to rename or upload your base at the computer. Once you set it as the active quest in your log, interacting with the computer should give you different dialogue to initiate the quest.

Storage Container 0's blueprint is the first blueprint uncovered by the Base Computer after the player reaches a certain point in the Artemis Path and begins the Base Computer Archives quest. I was very afraid to reset cause I didn't want it to reset the whole damn base ...So my understanding was that after setting up the base computer you will get new blueprint archives to download about every 90 minutes or so? I got this initially when I set up the computer but have not gotten anything since. I have a quest called "Base Computer Archives" that doesn't update, either (I assume because I'm not getting the new archives).
