The current legendary lost sector is the Conflux on Nessus. They rotate each day at reset. If you haven't completed the lost sector normally, and/or you are below the softcap (1750 currently, without artifact bonus levels) you won't see the legendary version of the lost sector. Your problem is you're looking on Neptune.
