I just saw this and haven't used it yet but from the screenshots it looks like 25 or 30. I feel like we'd like options in between there.

I was able to pull off a pretty reasonably-timed diplomatic victory, but I agree that it could use a little tweaking. One simple way to do that would just be decreasing the number of turns until the world congress meets later in the game.
