If you upgrade a talisman/chime it ups the scaling in faith and/or int and the spell buff is directly related to scaling in these two stats. It also gives a buff of around 2/3 in the spell buff with each upgrade level. Spell buff is how much damage or healing the spell/pyromancy/miracle will complete in its duration.
