It's not that there are two different requirements to unlock captain. Flag Mission and clearing 5 command missions. You need to clear 5 command missions to unlock the flag mission. God it took me like 20 minutes to find out how to unlock that damn flag mission for captain because all guides skip this part.

I've been leveling every job with each expansion, and used command missions for most of my 20-50 in ARR and 53-60 in HW. Running double arcanist when I was tanking or healing made it kind of enjoyable. A bit mindless, but it was insanely efficient. Dungeon runs were consistantly 2-4 minutes faster than a good run with other players.
