The fact the the engine started, indicates that the 30 amp engine fuse is good. You posted that the cluster fuses where both good. That could indicate a defective ground or a Defective Display.No fuse for the city horn on the M2 platform. It is controlled by the Body Control Module (BCM). Sounds like a bigger problem than a fuse or everything on the module would not work.
