I did it at 80-90 odd combat, just flinched the whole thing. I think possibly the reason you think you can't flinch the second phase is because you can't finch using magic or ranged, and the second phase is weak to ranged. Despite her using the melee overhead, you can still hit her, she just has amped up defense. With veracs it'll be easy.
