My first guess may have been wrong, after reading your original post again. The takedown lever does rotate. The slide lock lever is locked into the up position. Probably got the wire spring jammed against the frame. Try taking out the chassis if possible, or even lift it up enough to free the jammed lever.

Holding this particular FCU in the 3 position while handling outside the grip frame is the answer. This takedown lever just moves more freely than ones from my other FCUs. But that does not matter If I hold it while swapping. You may have to completely reassemble the fcu. Although for me the issue was the sear was blocking the take down lever from going back in. So you may have to push down on the top of it to move it out the way. The p365 fcu is definitely a pain in the ass compared to the 320. It seems like just one pin holds the whole damn thing together.
