3 man brig is balanced, so is 2 man sloop, so would a 5 man galleon be. Each ship would have a number of cannons on broadside equal to max number of crew -1, right now it feels like the gally is under-crewed. It makes sense since originally the galleon was designed for 5 players but Rare changed it.

Definitely increase the size. Like it's manageable to set sail on a galleon with a 4 man crew bit it's tough due to the size of the ship to the point each member has to have to jobs like look outs, repairs, etc. I would say 5-8 man crew for the galleon and 4 max crew for the scooner.
First off, being able to queue into servers with up to 8 people. Giving different ship options appropriate to the crew size you are going with up to a maximum of 2 ships. (example. Party of 6 people could either have 2 galleons, or a galleon and a sloop ect.)

To my understanding there are five ships per server. Assuming all five ships are fully crewed Galleons, then the max player count per server is 20. Last time on a galleon we saw like 6-7 others galleon if i remember all in the same place, assuming there is other boat ton the map too, it can goes to 10 ships i guess.
