What fixed this bug for me was clearing out the camp near North Brittleshin Pass AND the camp near Fort Kastav. I had cleared out the Saints camp, but I hadn’t talked to Risaad. So I talked to him and then headed to the Seducers camp outside of Fort Kastav, killed the leader, read his journal, and that fixed the quest for me.
