Spellweaver already has two losses that consume an Element at level 1: Crackling Air and Hardened Spikes. A Loss that consumes up to two elements is challenging to use, sure, but having one such card among her whole kit isn't too bad, and the card is still reasonable with only one of the elements powering it up.

Additionally, with the level 3 primer, you only need one other skilled spellweaver to get the level 6 bonus.
