This is most likely the reason. On java edition, jobless villagers are able to claim a workstation at any time of the day/night if they are within 1 block of an unclaimed workstation. The villager in the screenshot is within 1 block of the grindstone so this condition is met if no other villager has laid dibs on it.

You need to have individual job stations for each villager, or remove the villagers with jobs from the area. You will still need a workstation for each villager if you want them to refresh their trades though. So long as they aren’t a nitwit they should accept a job if ample workstations are provided 🙂.
