I have medival overhaul, some vanilla expanded faction mods that are supposed to limit you to medieval. I even installed a remove industrial plus. But I still have the basic power generation unlocked and still get raided by people using pistols. So I patched this mod for version 1.3 for my personal use and also made it compatible with some other custom faction mods (e.g. medieval overhaul scenarios) so the "empire always hostile" problem does not appear. But I don't know anything about (re)uploading mods whatsoever. OP?
