Your problem will be lack of worker or lack of educated workers, not lack of overeducated workers. Just keep unemplyment high at all times. Above 5% and they will always go to work. Pretty much every commercial building in my city has the issue of not enough educated workers and it always ends in a bunch of abandoned buildings. I have universities, schools and libraries everywhere and I have free public transport all around the city. To be honest as well the statistics aren't detailed enough and need the different education level's employment stats, or the show you the number of over educated workers.
