Ruin was the absolute nuts for perk slowdown on a mobile killer but every game I had with it it would be cleansed within the first minute of the game only for me to realise it spawned next to a gen or a survivor. As a survivor main, Meg has found and cleansed haunted grounds 17 seconds into the match.

Undying is always used first, meaning any hex perk that would have been destroyed is replaced. That is always the case of how it works. And in the case of the second use feeling shorter, it was likely just a case of the first timer for haunted grounds almost being up and the new one just refreshing the cool down. #2.

You would need Haunted Grounds (activates 2) and another 3 that have no prerequisites (Ruin, for instance). Otherwise, a Hex needs a dull Totem to activate.
