From what I've read online, it seems that this issue is due to a faulty touch bar, which causes the system to panic when it cannot enable the proper functionality. Because it is a hardware issue, none of the standard solutions (reinstall OS, reset the SMC and the NVRAM/PRAM, etc) actually work. It's also extremely expensive to fix.
