The drop chance is now exceptionally low when attacking NPC freighters. Run frigate missions (The balanced ones that run for longer seem to give better results here for salvage modules and ship expansions. But it's still like 1/3 that gives them, tops). Run Derelicts (not great odds from my experience so far).
