For the average Joe, chain is obviously best. Just change the oil on time and you're good for timing chains. My anecdotal experience is that chains last around 2 timing belts (not really lifetime). If you are running a vehicle to a max of 200k miles, chain is better/cheaper. Over that, belt wins in my opinion.
