Rosewood is easy because its low pop, have everything and very close, have 2 places with books 2 gas stations, food market, and one of best fenced houses. Police station has decent gear too! Everyone recommends the fire station, but the armour you can get in the police station, as well as firearms, can be a godsend, and the cells there are good places to trap zombies in, or get in a safe sleep. There are tons of loot ABOVE those shops on Main Street.

NightScale has gone and mapped each area so that the Rosewood uniforms spawn in Rosewood, West Point police in West Point, Louisville in the city, the DOC sets spawn in the various jails and the prison and the same for the rest. No more generic uniforms for the whole map. The problem with Rosewood is all of the nearby warehouses are full of veggies, unrefrigerated, so probably rotten. I worked in a warehouse that kept veggies, the whole thing was refrigerated. Maybe it's a 90s thing. Also, Rosewood doesn't have any storage units. I couldn't say for the police station cells, but the big prison the cells sometimes have chips, cereal and canned food as well as prisoner jumpsuits, magazines and some random junk. Worth a look once you find a key, but not really worth breaking down each door, assuming the zombies didnt already.It's a great base. Long term base typically you want water/gas or both nearby/in base. There's a lot of spots, so it helps to be picky. Security/Space isn't an issue, plenty of both on the 2nd floor. Nice to have. There is a muldraugh fire station mod. Which is just in front of the police station aswell.

It's a pretty rare item, if it's any consolation in the base game it's reliability it woeful and IMHO it's not really worth it.
