AFAIK, level 5 is the max you need, so you can try to find some items with lore master on it (ring, necklage, etc ...I just shot the well with a water arrow, and that did the trick. You can also use the rain spell. Hail strike works too. I did everything I could think of with a full bucket of water. Finally tried shooting it with a water wand and felt really, really stupid when that worked... I used the Rain spell myself.
