When my colony is advanced or rich enough to have a supply of penoxycyline, then I would normally prioritize using my silver or neutroamine to stock up on proper medicine that would be useful all the time. By the time I can craft my own penoxycyline, I usually have a decent doctor and medicine, so I don't see the use of penoxycyline.
