Tier 3 can be described as "endgame" content. Tier 1 & Tier 2 only introduces you to a few endgame systems which are not really long term engaging. Tier 1 & Tier 2 mostly has side content to do. Tier 3 has the actual endgame pve content (like raids etc.) but the Tier 3 we are getting at the start is content locked.
