With a 20 minute timer there is a pretty decent chance that one of these 3 will pop up on a ship that is technically in open sea even though it's around a rock. 20 minutes (even the current 10) of solo afk is very dangerous and should be avoided by planning ahead based on an individuals needs and goals.
