A few of the best items are the chemist or grocer backpack, the farmable dirt tiles, gauss shotgun, crusader pistol (when Minerva has it) and Secret Service armor and/or T65 which are still both top in their class for armors. The Armco amunition machine is nice, but not earth shattering as is the turbofert fertilizer.

Secret Service is pretty good but some other armors may be a better choice in certain situations. Polished heavy metal armor which has a high damage resistance is also solid choice. Heavy Leather armor has the highest ER making it very good with the troubleshooters prefix. BOS Recon while hard to get is comparable to SS.
