Ithil got spun up when Anor was full which was during US prime-time-ish. During European prime-time-ish, Anor has 700-1000 players. Ithil, when I last checked, about 400.

I was on Sirannon once when something happened to their European ISP and suddenly all the European players vanished and the server population dropped to something like FIVE. All of us were Americans. Population is declining in the legendary servers and if you're not keeping pace with level cap, you, in my experience, have just as good options to find groups for lower level content om a normal well populated server. ...
