Okay, I think I found my issue. On my FiOS router, there are two places to set port forwarding rules. Network Settings-> Port Forwarding Rules. I set that to TCP 32400 -> Any Firewall-> Port Forwarding. Original Port 32400 fwd to internal IP I see on plex Remote Access Page 32400.
