Ragnarok desert loot crates.
Except there are literally hundreds of spawn locations of deep sea loot crates, most are hidden inside sunken boats or by algae. Not sure how many spawn in the desert, but they are way easier to find. atm i saw 3, very easily and close by one to another. thats why i was thinking they could be "cave chests".

It says rex saddles in the SE red drops, yeah, but not in the deep sea loot crates. And therefore possibly not in the desert loot crates either, which I believe run on the deep sea loot table rather than the standard red sky drops. On ragnarok there is an "Ocean" so they are able to spawn in the ocean, so its not that they are not spawning, its just that they are more than likely spawning in the ocean.
