The combination of ionic traces, and wells gives a lot of little goodies to reduce cooldowns. On top of how easy it is to spread arc damage around. My recommendation is to use Crown of Tempests for lots of small to mid-tier ads and enemies, and use Stormdancer's Brace for groups of mid to high tier ads. If you know that there are a lot of weaker enemies, Crown is the way to go.
