The main problem with CK3 is that it barely tries to offer what it advertises. It was supposed to be a game of palace intrigue and building alliances. A grand strategy game is probably a better place to look for viable tall playstyles. Certainly some countries in EUIV can be played primarily by developing the core area. So, you should choose which kingdom/two duchies can be unique for being capital of your empire. It means unique buildings.
