Right now you have a single block inside that junction. If a train is anywhere in that junction, then all signals leading into the junction will be red. If a train is stopped in that junction, then those signals will stay red. The goal of a chain signal is to not let any trains end up stopped in there.

Big blocks (look at u/Rohellowispy 's comment showing the blocks if you have trouble visualising it) and missing signals (mainly for trains turning left). For long length of rails, rail signals will enable several trains to travel on that rail one after the other. Chain signals will force a train to reserve the whole rail in advance and will enable only a single train to use the rail at a time. Optimal spacing between signals should be so that the longer train will exactly fit between two signals
