It will reset said skill back to base level of 15 (regardless of racial bonus), and refund all perk points. As for modifying stat/skill levels, the only way to do that is console with the player.setav stat/skill xxx command.In your console command, enter “player.additem f 9999999999,” go the community college outside of Whiterun, and talk to the trainers, level up to 100, go to your perk/skill tree and level up.
